James Gillingham the lead policy adviser on major rail projects, including HS2, Thameslink and Crossrail.
James Gillingham lead advice to Treasury Ministers on High Speed 2 and manage the Treasury’s day-to-day involvement in the development and delivery of the High Speed Rail programme. At important intervals in the programme, I am responsible for delivering progress and overcoming challenges through the Major Projects Review Group.
Similar responsibilities relating to the delivery of the Crossrail and Thameslink infrastructure projects, rolling stock procurements and the InterCity Express Programme.
James Gillingham managed all parliamentary business, external correspondence and communications relating to rail policy on behalf of the Treasury, providing briefing to senior officials and Ministers on all issues as required.
James Gillingham managed the development of rail announcements for the Chancellor’s Budget in 2012 and 2013, and the Autumn Statement in 2012, including the rail fares cap and the Northern Hub project.
